What does it mean to have optically empty vitreous?

"Optically empty vitreous" means that there are no visible floaters, veils, opacities, or rings suspended within the vitreous gel filling the eye behind its natural lens. It is not a problem and indeed is actually a desirable state although rarely found in a virgin eye or one that has otherwise not had the vitreous completely removed surgically.
