What can a retina specialist see that an ophthalmologist can’t?

It is not so much a matter of what the retina specialist can see as it is what (s)he can do. While there is specialized testing (e.g. angiography) that general Ophthalmologists and Optometrists do not typically have in their offices, the types of retina/vitreous surgery performed is highly specialized and best done by people who do it every day.
