The effects of laser vision correction do not "wear off." But that is not the same as saying the vision you achieve after LVC will be permanent.

The focusing mechanism of the human eye is two-fold: 1) the cornea and 2) the natural lens. LVC only treats the cornea. Later changes from age (mid 40s on) inevitably occur in the natural lens. These will gradually degrade the optical performance of the eye, first at near and later even at distance.

So it is usually these lens-related changes that make it seem as if the LVC is "wearing off".
